​Dr. Vatter’s work involves applied economic theory, market simulation, econometric analysis, and forecasting, and has focused on wholesale power markets in the Pacific Northwest, California, the Mid-South, Upper Midwest, and New England, on unconventional fossil fuel plays such as the Barnett and Bakken Shales, and on global petroleum markets and the OPEC cartel.  His consulting work is currently geared toward generating asset evaluation, especially in Mexico.  He has delivered expert testimony on issues related to wholesale power markets before federal, Mississippi, Michigan, and Rhode Island regulators, published and presented peer-reviewed research at conferences, and taught energy economics at the graduate level.  He teaches economics part-time at Rivier University.

​Mr. Suurkask is a recognized expert in the energy industry.  He has over 20 years of experience assisting clients with predictive analytics, business intelligence, data visualization, software integration and implementation, and process automation.  He is currently advising (separately) developers of photovoltaic solar and wind projects, integrated hydro pumped storage and desalination technologies, an LNG floating storage and regasification unit terminal, and retrofitting residual oil units to dual-fuel with natural gas. 

On the consumer side, he advises industrial loads and qualified energy (retail) suppliers with contract evaluation, structuring and pricing, as well as tariff analysis. 

He has been an advisor to CFE Generation (Mexico) in front office functions, overseeing bid submission and power market modeling systems development, implementation and integration.  He also led the modeling of the entire CFE generation fleet in support of CFE’s business plan.  As an expert witness, he has completed detailed analyses of large new transmission projects in California and advised on transmission valuation methods.

Moreover, he has been involved in valuation projects for over 40,000 MW of generation assets, including conventional, hydro, cogeneration/CHP, renewable and storage technologies, supporting over $10 billion in debt and equity financings and asset transactions.  
His work has extended across North America, as well as into Europe, Japan, Singapore, and the Arabian Gulf.

Mr. Kubota is an accomplished quantitative analyst of wholesale electricity markets, skilled in the use of simulation tools such as Plexos, Aurora, and Encompass, econometric analysis using R and Stata, forecasting, and several programming tools and languages, such as C++, F#, Java, Matlab, and Python.  His work is extremely valuable in generating asset evaluation and zonal and nodal market studies, and he has executed many such studies of the recently restructured Mexican market.  He has also taught economics at the university level.
